In the Western Culture, looking at somebody straight into their eyes is a sign of wanting to make a connection and to show interest.
Dogs follow the more Asian Culture where looking at somebody straight into their eyes is a sign of aggression and to get ready for a physical fight. Dogs learn these things when they are puppies.
